Cindy joined Balboa Nephrology in April 2025. Cindy initially attended the University of California, Irvine, where she studied Cognitive Psychology. However, she was also deeply interested in physiology and pharmacy, which led her to pursue a career in nursing—an ideal field where she could integrate psychology, physiology, and pharmacy. After working as a registered nurse for seven years, Cindy returned to school to pursue an Adult Gerontology Primary Care Nurse Practitioner program at the University of Texas at Arlington.

He returned to Southern California for his internal medicine residency at St. Mary Medical Center in Long Beach, CA. After residency, he served as Chief Resident. He then worked as an attending hospitalist.
Later, Dr. Cantillep completed a nephrology fellowship at the University of Southern California (USC). During fellowship, he did research in bedside ultrasound. He also received an award for his quality improvement work.

Dr. Cao joined Balboa Nephrology in 2021 and practices in the Fountain Valley area. He grew up in Little Saigon in Orange County. His family came to the United States as refugees when he was two years old. He has lived in Orange County for most of his life.
Dr. Cao completed his undergraduate studies at the University of California, Irvine, earning a B.S. in Biological Sciences with a minor in Anthropology. Following medical school, Dr. Choudry completed his residency at Kaiser Permanente Medical Center in Santa Clara, and subsequently pursued a nephrology fellowship at the University of Louisville. For 15 years, Dr. Choudry practiced at a single specialty nephrology practice in Louisville, Kentucky, with a particular emphasis on Interventional Nephrology.

Dr. Cruz Whitley joined Balboa Nephrology in January 2023. She attended medical school at the University of California San Diego where she was a part of the Program in Medical Education with a focus on Health Equity (PRIME-HEq). Dr. Whitley completed an internal medicine residency in the primary care track at the University California Davis. She completed nephrology fellowship training at the Brigham and Women’s Hospital and Massachusetts General Hospital Joint Nephrology Program where she received the program’s inaugural Humanism in Medicine Award.
Dr. Whitley went on to complete palliative care training at the Harvard Interprofessional Palliative Care Fellowship Program. She is interested in integrating palliative care and nephrology with a focus on advanced care planning, shared decision making and supportive care of kidney patients, as well as increasing access to palliative medicine to underserved communities.

Joe Gonzales is a dedicated healthcare professional with extensive experience in critical care and primary care. He joined Balboa Nephrology Medical Group in 2025 as a Family Nurse Practitioner. Prior to this role, Joe worked for over a decade as a Registered Nurse in the Intensive Care Unit before transitioning as a nurse practitioner in primary care in 2019.
He earned his Doctorate of Nursing Practice in 2023 and his Master of Science in Nursing with a Family Nurse Practitioner in 2019, both from the University of San Diego. In addition to his clinical practice, Joe serves as an adjunct faculty professor for the Doctor of Nursing Practice/Family Nurse Practitioner Program at the University of San Diego, where he helps educate and mentor future nurse practitioners.

Dr. Marquis Hart joined Balboa Nephrology Medical Group in 2020. He is a board-certified surgeon with more than 30 years of experience. In addition, he specializes in transplant, hepatobiliary, and general surgery.
Dr. Hart earned a Bachelor of Science in Biology from Stanford University. Next, he received his Doctor of Medicine from the Johns Hopkins School of Medicine. After that, he completed his surgical residency at Cedars-Sinai Medical Center. He then completed fellowship training in general surgery and liver transplantation at Rush Presbyterian Medical Center.
In 1993, Dr. Hart established the liver transplant program at UC San Diego (UCSD). He also served as Director of the abdominal transplant programs. Later, he developed the liver transplant program at Swedish Medical Center and served as Director of transplant programs until 2019.

Dr. Miller grew up in São Paulo, Brazil, and has Japanese heritage. She moved to the United States for school and later built her life and family here. She speaks English, Spanish, Portuguese, and Japanese, and she is also learning Arabic.

Dr. Pham joined Balboa Nephrology in 2023. She practices in the Chula Vista area and is trained to manage all forms of kidney-related diseases and conditions, including hypertension, chronic kidney diseases, kidney transplants, and dialysis needs.
Dr. Pham grew up in Los Angeles and went to UC Irvine for her undergraduate degree in the biological sciences. She went on to obtain her medical degree from the University of Queensland in Brisbane, Australia and completed her Internal Medicine residency training at the Ochsner Clinical Foundation in New Orleans, Louisiana. After a long trip around the world, she returned to California to pursue Nephrology training at UC San Diego.

Rocio Pulido Garcia, MSN, FNP-BC joined Balboa Nephrology January 2026 and is a board-certified Family Nurse Practitioner with over 17 years of nursing experience in acute care, primary care, and specialty settings in both Spain and the U.S. She earned her Master of Science in Nursing from California State University San Marcos. Bilingual in English and Spanish, Rocio provides compassionate, evidence-based care to diverse populations.
Her nephrology expertise focuses on CKD management, laboratory analysis, and collaborative care models, and she is deeply passionate about advancing evidence-based practice within the nephrology specialty, particularly in the Hispanic population. Rocio currently practices at Balboa Nephrology Medical Group.

Dr. Juan Quevedo join Balboa Nephrology in March 2025. Dr. Quevedo is an interventional nephrologist dedicated to comprehensive kidney care, with specialized expertise in dialysis access management and innovative treatments for varicose vein disease.
During his nephrology fellowship, Dr. Quevedo was honored as Fellow of the Year in 2014, and he currently holds a distinguished Fellow membership in the American Society of Diagnostic and Interventional Nephrology.
He earned his medical degree from the Ponce School of Medicine in Puerto Rico, completed his residency in internal medicine at Universidad Central del Caribe/University Hospital in Bayamon, and pursued a nephrology fellowship at the Metropolitan Hospital Center/Richmond University Medical Center in New York City.
